More Demon Hunter Tuning Changes! Havoc and Vengeance Demon Hunter Nerfs Dragonflight

The havoc changes are pretty small, although the buff to CA is nice. You will notice being a little bit more squishy though. Vengeance ones are weird. Im not sure they needed to do what they did, but making it more accessible for new players is fine. I still think that if they want to nerf frailty, make it 3% per, not 2.
