Demon Hunter NERFS And QOL Improvements for Dragonflight 10.0.7

Some changes were pushed to both Havoc and Vengeance in the most recent patch notes for 10.0.7, so today we're covering them! There is a slight Nerf as well as some pretty decent QOL changes!
